Provisions for the building products
2.1
General provisions
The containers and their components must comply with Sections 1 and 2 of the Special provisions
and the annexes to this decision, as well as to the information submitted to the Deutsches Institut
für Bautechnik.
2.2
Materials, properties and composition of
2.2.1
materials
Only the materials listed in Annex 2 may be used to manufacture the containers.
2.2.2
Structural details
The structural details of the containers must comply with Annexes 1.1 to 1.10 and the information
submitted to the Deutsches Institut für Bautechnik.
2.2.3
Stability
The containers are stable under the applicable conditions for use up to an operating temperature
of 30 °C.
2.2.4
Fire behaviour
In the thickness in which it is to be used, the material polyethylene (PE-HD) is normally flammable
(building material class B2 in accordance with DIN 4102-1)
resistance to the effects of flames.
2.3
Manufacturing, packaging, transportation, storage and labelling
2.3.1
Manufacturing
(1) Manufacturing must take place in accordance with the manufacturing specifications submitted
to the Deutsches Institut für Bautechnik.
(2) The containers may only be manufactured in the below plant using the same production
facilities as were used to manufacture the containers that passed the initial inspection:

(3) In the event that significant changes are made to the blow moulding system (e.g. to the
extruder, the blow head or the blow mould), the certifying body must be informed of this to enable
it to come to a decision with regard to any further action that may need to be taken (intervention
by the Deutsches Institut für Bautechnik, special inspections).
2.3.2
Packaging, transportation and storage
Packaging, transportation and storage must take place in accordance with Annex 3.
2.3.3
Labelling
(1) The manufacturer must label the containers with the conformity mark (Ü mark), as described
in the Übereinstimmungszeichen-Verordnungen der Länder [Regulations on the conformity mark
of the states of the Federal Republic of Germany]. Labelling must only take place if the
requirements set out in Section 2.4 have been met.

(2) In addition, the manufacturer must clearly and permanently label the container combination,
consisting of an inner container and a collection container, with the following information on the
collection container:
− Serial number,
− Date of manufacture,
− Nominal capacity of the inner container with a permissible fill level (as per Section 4.1.2) in
litres,
− Material (the moulding compound used must be evident from the label, e.g. "PE-HD - Lupolen
4261 AG UV"),
− Permissible operating temperature,
− Information concerning pressure-free operation,
− The note "Außenaufstellung nicht zulässig" [Not suitable for outdoor installation],
− The note "Nur für Lagermedien gemäß allgemeiner bauaufsichtlicher Zulassung/allgemeiner
Bauartgenehmigung Nr. Z-40.21-288" [Only for use with the storage media described in
General technical approval/General design certification No. Z-40.21-288].
(3) The fill height corresponding to the maximum permissible fill level must be marked on the fill
level indicator (maximum fill level mark).
2.4
Certificate of conformity
2.4.1
General provisions
(1) Confirmation of the compliance of the containers with the provisions of the General technical
approval included in the decision must be provided for each manufacturing plant in the form of a
declaration of conformity from the manufacturer, established on the basis of factory production
control and a certificate of conformity issued by a duly approved certification body, together with
the performance of regular external inspections by an approved inspection body, including an
initial inspection of the containers in accordance with the following provisions.
(2) The manufacturer of the containers must appoint a duly approved certification body and a duly
approved inspection body for the purposes of granting the certificate of conformity and the external
inspections, including the product inspections that must be carried out in this regard.
(3) The declaration of conformity is to be provided by the manufacturer by means of the labelling
of the building products with the conformity mark (Ü mark), together with a notice concerning the
intended use of the products.
(4) The certification body must provide the Deutsches Institut für Bautechnik with a copy of the
certificate of conformity that it issues for its information. The Deutsches Institut für Bautechnik
must also be provided with a copy of the initial inspection report for its information.
2.4.2
Factory production control
(1) Factory production control is to be established and performed in every manufacturing plant.
Factory production control is understood to be the ongoing monitoring of production to be
performed by the manufacturer to ensure that the collection containers that it manufactures are
compliant with the provisions of the general technical approval included in this decision.
(2) Factory production control must include the inspections listed in Annex 4 as a minimum.
(3) The results of factory production control must be recorded and evaluated. The records must
contain the following information as a minimum:
− Description of the building product or the raw material;
− Type of check or inspection;

− Date of manufacture and date of inspection of the building product or the raw material or its
components;
− Results of the checks and inspections and comparison with the requirements,
− Signature of the person responsible for the factory production control.
(4) Reports must be retained for a period of at least five years and presented to the inspection
body appointed for the purposes of performing external inspections. They are to be submitted to
the Deutsches Institut für Bautechnik and the highest competent building authority upon request.
(5) Where the results of inspections are unsatisfactory, the manufacturer must immediately take
the necessary steps in order to rectify the defect. Building products that do not meet the
requirements are to be handled in such a way that they cannot be mistaken for compliant products.
Once the defect has been rectified, the inspection in question must be repeated without delay, in
so far as is technically feasible.
2.4.3
External inspection
(1) In every manufacturing plant, the plant and the factory production control must undergo regular
checks in the form of an external inspection, at least twice per year.
(2) An initial inspection of the containers must be carried out as part of the external inspection.
The tests specified in Section 2.4.2 must be carried out, as a minimum, during an external
inspection and initial inspection. In addition, samples may be taken for the purposes of spot
checks. Sampling and inspections shall fall under the responsibility of the approved
inspection body.
(3) The results of the certification and external inspection must be retained for at least five years.
They are to be submitted by the certification body or the inspection body to the Deutsches Institut
für Bautechnik and the highest competent building authority upon request.
3
Provisions for planning, dimensioning and design
3.1
Planning and dimensioning
(1) The containers described in this decision (consisting of an inner container and a collection
container) are designed to withstand the effects of fire for a duration of 30 minutes without leakage
in rooms within buildings that fulfil the building code requirements for boiler rooms and heating oil
storage areas.
(2) The containers should be installed in accordance with the provisions of water law, occupational
health and safety regulations and building codes.
3.2
Design
3.2.1
General provisions
(1) Containers damaged during transportation or installation must not be used where the damage
in question reduces the tightness or stability of the containers. Performing repairs on containers
(inner container/collection container) is not permitted.
(2) Damage is to be assessed and measures to rectify damage are to be taken in consultation
with a competent expert in the field of plastics
necessary.
(3) In earthquake areas within earthquake zones 1 to 3, as described in DIN 4149
must be adequately secured in position to ensure that they are not subjected to any concentrated
loads in the event of an earthquake.

3.2.2
Equipping of the containers
(1) The containers should be equipped in accordance with the provisions of water law,
occupational health and safety regulations and building codes.
(2) Any devices with which they are equipped must be designed in such a way that unacceptable
excess or negative pressure and unacceptable stresses on the wall of the container are excluded.
(3) A leak probe that is suitable for the intended use of the container is to be installed between the
inner container and the outer container (collection container) in accordance with the general
requirements set out in the State building codes.
(4) Each container must be equipped with a fill level indicator.
3.2.3
Installation
3.2.3.1
General provisions
(1) The containers are to be positioned vertically in rooms within buildings in such a way that
sufficient possibilities for fire-fighting are provided.
(2) The entire container base frames must be positioned on a horizontal, level, rigid and smooth
bearing plate or a carefully compacted and reinforced flat supporting surface.
(3) Containers must be positioned a sufficient distance from walls, other structural elements and
one another to enable them to be checked visually for fill level, leaks and condition at any time.
(4) The containers must be protected against damage caused as a result of impacts by vehicles,
e.g. by means of protected installation, impact protection or by installing them in a suitable area.
(5) The identification plate and the limit indicator with connection fitting must be positioned on an
accessible side of the container. The fill level indicator must be easy to read.
3.2.3.2
Pipelines
(1) Ventilation and air extraction pipes must be sufficiently dimensioned and it must not be possible
to shut them off. The pipes and their fittings must be designed to remain leakproof under excess
pressure of 0.3 bar. Outlets must be protected against rainwater ingress.
(2) It is only permissible for multiple containers to be connected to the same ventilation and air
extraction pipes if the liquids to be stored or their fumes will not form dangerous compounds.
(3) When connecting the pipelines to the container nozzles, care must be taken to ensure that no
forces and no additional external loads are exerted on the containers that were not foreseen during
the planning phase.
3.2.3.3
Installation requirements for storing media listed in Section 1(3), points 1 to 4
When storing media listed in Section 1(3), points 1 to 4, the installation conditions set out in Section
4.2.2 of Technical Rule for Substances Harmful to Water [Technische Regel wassergefährdender
Stoffe - TRwS] 791-1
must be observed.

3.2.4
Documentation and certificate of conformity
The company performing the work must provide confirmation, in the form of a certificate of
conformity, that the containers have been correctly positioned, installed and assembled as
described in the manufacturer's assembly instructions and in accordance with the provisions of
this decision, taking account of the provisions issued by the building authorities for items of
equipment. This confirmation is to be provided to the operator in each individual case and included
in the construction file by the operator.
