Detection of conveyor belt speed and fault monitoring

Task
The conveyor belt speed is to be detected between the min and max range and is to be
converted into an analogue standard signal (4...20 mA).
A conveyor belt speed < 50 m/h is to be signalled as fault state.
The output relay of the monitor is to remain in this switching state until a reset is started.
