    II. ADJUSTABLE SWIVEL BRACKETS After posts have been installed, determine height Fig. 13 of bottom rail to stair tread (Fig. 13). NOTE: 1x6 or 2x4 lumber may be used as a spacer. Assemble rail section. Set rail section on top of spacer and against post.
